What the record holds.
Each home is read against its own design, never against an average for homes like it, because that is the comparison that tells you what to fix.

- The cause, namedWhere a home falls short, the record names the cause the evidence supports, whether that is the design, the install, the settings, the fabric, the tariff or the product itself. In practice the cause sits more often in the work around the machine than in the machine itself, and where the work was right, the record says so.
- Provenance on every figureEvery figure carries its assumptions and their sources, so each party is judged on what they knew at the time. If an input was wrong, the design built on it is cleared.
The record carries on past the install.
The record that satisfies compliance at design is the same one checked against reality in operation. Most tools live on one side of that line. We keep one record across it.

What the home was designed to deliver, and the assumptions behind it, written down before any work starts. That fixed promise is what everything afterwards is checked against.
From one ordinary visit
Every home is on the record before anyone visits, read from what already exists on paper. A single visit then gathers what paper cannot show, and where a home connects later, the same record deepens rather than starting again.
As the home runs
The record reads what the home delivers against the promise fixed at the start, names the gap where there is one, and sharpens as evidence arrives.
Before any home is on the record, HEM Access reads a manufacturer's certified range against the Home Energy Model, the standard those homes will be judged by.
Who sees the record.
The owner, the installer and whoever answers for the home each see it from where they stand.
Their home's record: what it was promised, what it delivers, and what would change it. They see it no later than anyone who pays.
The handover travels with the job: the design, the room context and what commissioning should show, so nothing set at design is lost on site.

Whoever answers for the homes pays for the record, and no one who pays can change what a reading says.
Their consent is asked plainly, and they can withdraw it whenever they choose.
OEMs fund it across the homes carrying their badge, and landlords and councils fund it across the stock they hold.
Where a home connects, it is the owner who connects their own system, with read-only access they control.
